oning ordinance Amendment No. 2004 -01 <br />April 12, 2004 <br />Page 2 <br />The SPSA No. 50 alignment was intended to be a mechanism to reserve <br />right -of -way for potential transportation improvements in the immediate <br />area. However, due to the approval of the Centerline project, the <br />improvements proposed by the SPSA No. 50 alignment are no longer <br />necessary. Although the couplet was intended to be a traffic <br />improvement project, this alignment was not incorporated into the <br />Circulation Element of the General Plan or the County's Master Plan of <br />Arterial Highways (Exhibit 2). <br />The removal of SPSA No. 50 from the Zoning Code will clarify the City's <br />circulation system as well as facilitate the development of the Santiago <br />Street Lofts. In addition, it will encourage the creation of a transit - <br />oriented development that promotes sustainable development and enhances <br />the City's image as a regional activity center.
