REQUEST FOR <br />(Planning Commission Action <br />PLANNING COMMISSION MEETING GATE: <br />APRIL 12, 2004 <br />TITLE: <br />PUBLIC HEARING — ZONING ORDINANCE <br />AMENDMENT NO. 2004 -01 FOR THE <br />SANTIAGO STREET LOFTS DEVELOPMENT <br />Prepared by Vince Fregoso <br />Executive 01rector <br />PLANNING COMMISSION SECRETARY <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Set Public Hearing For <br />DENIED <br />❑ Applicant's Request <br />❑ Staff Recommendation <br />CONTINUED TO <br />Planning Mdnager <br />RECOMMENDED ACTION <br />Recommend that the City Council adopt an ordinance approving Zoning <br />Ordinance Amendment No. 2004 -01. <br />DISCUSSION <br />Request of Applicant <br />The City of Santa Ana is requesting approval of an amendment to Chapter 41 <br />of the Santa Ana Municipal Code to vacate Specific Plan for Street <br />Alignment No. 50 (SPSA No. 50). <br />Property Description <br />The subject site is approximately 3.0 acres in area, encompassing the <br />block bounded by Santiago Street to the east, Santa Ana Boulevard to the <br />south, Poinsettia Street to the west and Civic Center Drive to the <br />north. <br />Project Description <br />The vacation of this street alignment is a requirement of Santiago Street <br />Lofts project, which was approved by the Planning Commission at its March <br />22nd meeting. The Santiago Street Lofts project is a 108- <br />live /workshop /studio development on two parcels (Exhibit 1) <br />Analysis of the issues <br />In February 1986, the City Council approved Ordinance No. NS -1827 which <br />added Section 41 -749 of the Santa Ana Municipal Code and adopted <br />Specific Plan for Street Alignment No. 50 (SPSA No. 50) . This action <br />created the Civic Center Drive Couplet, which was intended to connect <br />Civic Center Drive and Santa Ana Boulevard. <br />EXHIBIT B 5 4b <br />
