REQUEST FOR <br />AGENCY ACTION <br />AGENCY BOARD MEETING DATE: <br />MAY 3, 2004 <br />TITLE: <br />AMENDMENT TO AGREEMENT WITH <br />CLARK & GREEN ASSOCIATES FOR <br />LANDSCAPE DESIGN SERVICES <br />EXECUTIVE DIRECTOR <br />RECOMMENDED ACTION <br />Edun11-1-1 <br />AGENCY SECRETARY USE ONLY: <br />APPROVED <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 1" Reading <br />❑ <br />Ordinance on 2nd Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Direct the Agency General Counsel to prepare and authorize the Executive <br />Director to execute an amendment to the agreement with Clark & Green <br />Associates for landscape architectural design services for an additional <br />amount of $27,890 for a total contract amount of $50,000. <br />The Community Redevelopment Agency has embarked on a business retention <br />and expansion effort for the Santa Ana Auto Mall. There are <br />currently nine new car dealers in the mall generating well over $3 <br />million in annual sales tax revenue for the General Fund. Given industry <br />trends over the past several years favoring new car dealer <br />consolidations, it has become necessary to provide larger lots to <br />accommodate increased car inventories for dealerships. Last year, a tax <br />allocation bond was issued for land acquisition, relocation and site <br />preparation costs. The Agency is proceeding with property acquisitions <br />along the Edinger Avenue frontage and is currently working with two <br />dealers to facilitate their expansions. <br />In August 2002, the Agency entered into an agreement with Clark & Green <br />Associates to assist with developing a landscape design concept <br />(including signage and fencing color scheme) for the Auto Mall frontage <br />and entries. This will help ensure that any future development along the <br />Edinger Avenue frontage is designed in a manner compatible with the <br />existing mall as well as provide the opportunity to reinvigorate the <br />mall's appearance with a fresh look.
