previous FIR or that the previously examined significant effects Nvill be substantially more <br />severe than shown in the previous EIR. <br />Therefore, pursuant to CEQA Guidelines Section 15162 and 15164, the March 19, 2007 Final FIR <br />and this Addendum are appropriate to analyze the potential environmental effects of the Proposed <br />Project. Considered together, the March 19, 2007 Final FIR and this Addendum satisfy the City's <br />obligation under CEQA to evaluate and address the potential significant environmental impacts of <br />the Proposed Project. <br />The facts cited above and provided in this Addendum allow the City to use an Addendum in <br />accordance Nvith Section 15164(x) of the State of California CEQA Guidelines for this project. The <br />Santa Ana City Council serves as the CEQA Lead Agency for this project.
