The public hearing was closed. <br />MOTION: Planning Commission recommends that the City Council: <br />1. Approve and adopt the Mitigated Negative Declaration and Mitigation <br />Monitoring Program, Environmental Review No. 2013 -14. <br />2. Adopt an ordinance approving Zoning Ordinance Amendment No. 2013 -03. <br />3. Adopt a resolution approving Site Plan Review No. 2013 -05 as conditioned. <br />Commissioner Yrarrazaval stated that he found the parking to be insufficient. <br />MOTION: Gartner SECOND: Mill <br />VOTE: AYES: Alderete, Bacerra, Crespo, Gartner, Mill, Nalle, (6) <br />NOES: Yrarrazaval (1) <br />ABSTAIN: None (0) <br />ABSENT: None (0) <br />Planning Manager Haluza clarified for the record that the Mitigated Negative <br />Declaration involved a full analysis of the current project and did not substantially <br />rely on the previous EIR.
