SAPD Integrated Law Enforcement Solution RFP <br />Chapter 1: Rules of Preparation <br />1. Adherence of the proposal to the format specified herein; all required information <br />must be provided as indicated herein (2). <br />2. Completeness of the proposal (5). <br />3. Quality and depth of references (5). <br />4. Level of service and responsiveness that the vendor commits to providing to Santa <br />Ana Police Department after implementation (5). <br />5. Financial stability and resources of the vendor (5). <br />6. Experience and technical expertise of staff (5). <br />7. Design, capability, and functionality of system and application software as <br />determined by the evaluation team (15). <br />8. Current availability and ability to demonstrate installation of the proposed software <br />applications required by the Police Department (5). <br />9. Level of integration between applications and demonstrated interfaces with external <br />systems /devices (10). <br />10. Capability, design, reliability, warranty and expandability of proposed hardware (5). <br />11. Economic feasibility and justification of all costs (10). <br />12. Vendor willingness and ability to negotiate a contract, including ability to offer <br />project financing and competitive finance terms (10). <br />13. Feasibility, timeliness and quality of software implementation schedule and <br />conversion plans (5). <br />14. Level of assistance to be provided to the Police Department by the vendor during the <br />implementation process as part of the contract (6). <br />15. The number of hours and extent of user training (5). <br />16. Quality and extent of the documentation to be provided (2). <br />Each proposal will be carefully reviewed by the evaluation team based on these 16 <br />criteria. A quantitative score will be assigned to each proposal based on a scale of 100. <br />The top scoring vendors deemed qualified will be invited to present an oral <br />demonstration of their system's capabilities. The Police Department reserves full <br />discretion to determine the competence and responsibility, professionally, technically, <br />and /or financially, of proposers. Proposers will provide, in a timely manner, any and all <br />information which the Police Department deems necessary to make such a decision. <br />19C -15 1.8 <br />
