REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 2, 2013 <br />TITLE: <br />AMENDMENT OF ORDINANCE TO <br />CREATE AN ARTS AND CULTURE <br />COMMISSION <br />'CITY MAN ER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />NNOS e <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s` Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Amend Article IV of Chapter 2 of the Santa Ana Municipal Code by adding a new Division 5, <br />Establishing an Arts and Culture Commission. <br />DISCUSSION <br />The City Council directed staff at the November 18, 2013 Work Study Session to prepare an <br />ordinance to create an Arts and Culture Commission, continue reviewing existing and past Santa <br />Ana arts and culture efforts in order to benefit from those perspectives, explore different arts and <br />culture commission models, and establish organizational structural steps to ensure the new <br />Commission will be sustainable and be in alignment with the new directions identified by the <br />current Strategic Planning efforts. The concept of the establishment of an Arts and Culture <br />Commission was initiated by the Parks, Recreation, Education, and Youth (PREY) Council <br />Committee at their October 28 meeting. <br />The new ordinance creates a seven member Arts and Culture Commission that will meet <br />monthly and advise the City Manager and the City Council and make recommendations in <br />matters of art and cultural activities in Santa Ana. The Commission will coordinate with the <br />private sector and public agencies in promoting arts and cultural excellence as a tool for the <br />encouragement of economic development, business relocation and tourism. The Commission <br />will champion activities, which celebrate the City and its unique cultural heritage, including the <br />establishment of a Sister Cities Program. Members of the Arts and Culture Commission will be <br />appointed by the City Council in accordance to Article IX of the Charter that defines <br />appointments, removals, and vacancies. Arts and Culture Commissioners will serve as <br />volunteers. The City Charter does not require that Commissioners be compensated. <br />To prepare for this Council action consideration, staff met with various artists, art and cultural <br />organizations, and citizens to solicit their feedback and perspective on this proposed Arts and <br />Culture Commission. Information on different Arts and Culture Commission approaches in <br />different cities was also reviewed. Shown as Exhibits 1, 2, and 3 is the presentation, the <br />ordinance amendment, and a summary of staff's outreach efforts and research findings. <br />50A -1 <br />
