ENVIRONMENTAL IMPACT REPORT ADDENDUM <br />Bristol Street Widening Phase IIIB — Washington Avenue to 17`" Street <br />(b) An addendum to an adopted negative declaration may be prepared if only minor <br />technical changes or additions are necessary or none of the conditions described in <br />Section 15162 calling for the preparation of a subsequent EIR or negative declaration <br />have occurred. <br />(c) An addendum need not be circulated for public review but can be included in or <br />attached to the final EIR or adopted negative declaration. <br />(d) The decision making body shall consider the addendum with the final EIR or adopted <br />negative declaration prior to making a decision on the project. <br />(e) A brief explanation of the decision not to prepare a subsequent EIR pursuant to <br />Section 15162 should be included in an addendum to an EIR, the lead agency's <br />findings on the project, or elsewhere in the record. The explanation must be <br />supported by substantial evidence. <br />This Addendum to the previously certified FEIS /EIR for the approved Project has been prepared because <br />the evaluation of the proposed modifications does not result in any of the circumstances requiring a <br />Subsequent or Supplemental EIS /EIR. Although the proposed modifications would result in development <br />that differs from that in the 1990 FEIS /EIR, those modifications do not trigger the need for preparation of <br />a Subsequent or Supplemental EIR under the criteria listed in CEQA Guidelines Sections 15162 and <br />15163, respectively. Sections 2.0 and 3.0 of this Addendum demonstrate that no substantial changes are <br />proposed in the approved Project or have occurred in the area of the Bristol Street Widening Phase IIIB <br />Project that will require major revisions to the previously certified 1990 FEIS /EIR due to the involvement <br />of new significant environmental effects or a substantial increase in the severity of previously identified <br />significant effects. Specifically, the proposed modifications, as compared to the 1990 FEIS /EIR, do not <br />result in new or substantially greater significant impacts because the scale and nature of the proposed <br />modifications are sufficiently similar to that analyzed in the 1990 FEIS /EIR such that the impacts of the <br />proposed modifications are within the levels and types of environmental impacts disclosed in the 1990 <br />FEIS /EIR. <br />In addition, no substantial changes in circumstances under Section 15162(a)(2) have occurred since the <br />certification of the 1990 FEIS/EIR for the approved Project that would result in new significant impacts <br />or substantially increase the severity of significant impacts previously identified, since the background <br />environmental conditions have not significantly changed since that time. The City of Santa Ana has <br />received no information indicating there has been a substantial change in any circumstances that would <br />result in a new or substantially greater significant impact. <br />Furthermore, no new information, which was not known and could not have been known at the time of <br />the 1990 FEIS/EIR preparation, has been revealed that shows new or substantially greater significant <br />impacts would result (see CEQA Guidelines Section 15162(a)(3)).
