FOR OC <br />CIVIC CENTER CAMERA SYSTEM <br />MAINTENANCE <br />1 <br />CITY MANAG R <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />F —A DO <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance onI"Reading <br />❑ Ordinance on 2nd Reading ❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to Siemens Inc. for Orange County Civic Center Camera System maintenance <br />for a period of eighteen months, in an amount not to exceed $109,540, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The United States Department of Homeland Security, Office of Grants and Training has <br />developed the Urban Areas Security Initiative (UASI) funding program. This initiative was <br />designed to enhance the domestic preparedness of urban areas by ensuring that all emergency <br />first responders have adequate and appropriate equipment and training to prevent, respond to, <br />and recover from acts of terrorism. Santa Ana has been designated as an Urban Area Core City <br />since 2003. As such, for certain grant years, Santa Ana is responsible for purchasing equipment <br />and providing training to the other 34 jurisdictions in Orange County. <br />The US Department of Homeland Security has identified Critical Infrastructure & Key Resources <br />(CIKR) protection as a priority for state and local jurisdictions. The Anaheim /Santa Ana Urban <br />Area has funded all phases of a Video Security /Surveillance system for the Civic Center and <br />Police Department within the City of Santa Ana. <br />The project began with the installation of a video camera system at police headquarters to <br />harden and protect the perimeter of the facility. Phase I was completed in early 2012. Phase II <br />included the installation of approximately 25 -30 cameras around the OC Civic Center, creating a <br />similar network to what exists at police headquarters. Due to the City of Santa Ana being the <br />County Seat, the buildings and entities in the Civic Center are vital to the day -to -day operations <br />of the City, State, and Federal governments.
