N -2013 -162 <br />PARTNERSHIP RECOGNITION <br />Purpose <br />The purpose of this memorandum is to acknowledge the on -going relationship between the City <br />of Santa Ana and the Municipality of Santa Catarina Pinula, Guatemala and to officially <br />recognize it as a CityLinks Partnership under the AMUPREV Program: MUNICIPAL <br />PARTNERSHIPS FOR VIOLENCE PREVENTION IN CENTRAL AMERICA ( AMUPREV) <br />The AMUPREV Program is implemented by the International City /County Management Association <br />(ICMA) with funding provided by the United States Agency for International Development (USAID) <br />Bureau for Latin America and the Caribbean (LAC) and the Central America Regional Security <br />Initiative (CARSI). The objectives of AMUPREV are (1) to promote comprehensive municipal -based <br />violence prevention strategies and programs with key Central American stakeholders and foster <br />development of regional peer knowledge networks; and (2) to provide training and technical assistance <br />to local governments and community groups, in coordination with national police efforts and other <br />municipal -based programs. <br />ICMA has worked with key institutions in the region to promote the first objective and engage in <br />outreach. ICMA developed a Toolkit for municipalities to use to promote the creation of municipal -led <br />mechanisms to provide leadership in bringing together key stakeholders to design and implement crime <br />and violence prevention programs. We have facilitated the participation of experts in national, regional <br />and international conferences and conducted workshops for municipal associations and municipal <br />stakeholders. We have developed a website (www.amuprev.ora) which showcases daily examples of <br />municipalities throughout Latin America which are taking the initiative to develop programs that are <br />building the foundation for crime prevention in their communities. To accomplish Objective 2, ICMA <br />has implemented a series of municipal partnerships with cities in the US (CityLinks Model) so that <br />the model of community- oriented policing and governance can be shared with municipalities throughout <br />the Region. Through this model, training and technical assistance has been provided to municipal <br />stakeholders to bring about a greater awareness of the need to prioritize and act upon violence and crime <br />prevention programs in a coordinated and comprehensive fashion. <br />The City of Santa Ana has been sharing information and experiences with the City of Santa Catarina <br />Pinula, Guatemala since January 2013. The City of Santa Ana has participated in two trips to Santa <br />Catarina Pinuta, in January 2013 and July 2013. Representatives from Santa Catarina Pinuta, Guatemala <br />traveled to Santa Ana in March 2013 where they were able to see first -hand how police and other <br />municipal staff interact with the community through their involvement in the design and implementation <br />of primary and secondary prevention programs. The agendas for the trips were constructed around <br />critical issues identified by the Santa Catarina Pinula Security Sub commission with a Focus on <br />Violence Prevention and included: <br />- Principles and practices of community - oriented policing <br />- Operation and strengthening of crime /violence prevention committees <br />- Recuperation of public spaces <br />- Youth rehabilitation and prevention programs /gang prevention <br />
