A Proposal to City of Santa Ana for <br />Public Art Sculpture Competition Project Consulting Services <br />Arts orange County proposes to assist the City of Santa Ana in achieving its highest - aspirations for the Public Art it <br />intends to commission as part of its "Flower Street Bike Trail Phase II" project by conducting an open competition for <br />artists for this project, facilitating the selection of an artist's proposal that meets the approval of the City of Santa Ana, <br />and providingadvisory services until the process culminates with its installation on site. <br />Arts Orange County Services <br />Phase 1 <br />• Advise City of Santa Ana on selection process <br />• Participate in all meetings with City of Santa Ana staff for this project <br />• Prepare and disseminate a statewide call- far - artists (RFQ) <br />• Promote the competition and provide RFQ information to artists, museum curators, gallery owners and higher <br />education institutions using ArtsOC's contacts and those of other organizations <br />• Receive artistapplications using the online program "Cafe" (which ArtsOC licenses from the Western States Arts <br />Federation and uses regularly for such projects) <br />• Monitor incoming applications response rate and continue to promote the RFQ as needed <br />• Troubleshoot incomplete applications and provide technical support to artists as needed <br />• Prepare applications forjury review <br />• Recommend and solicit an expert judging panel to review artists qualifications, subject to City of Santa Ana <br />approval <br />• Facilitate thejudging process to select a rosterof five top - ranked artist recommendations <br />Phase 2 <br />• Prepare Finalists request for proposals (RFP) <br />• Send RFP to the top 5 artists, contracting them to prepare designs, maquettes (small -scale models of proposed <br />work), and PowerPoint presentations for theirjury panel interview <br />• Schedule and conduct site visits by finalists to the designated installation site for their review & preparation <br />• Facilitate final artist interview meeting with jury panel, including live presentations by the artists <br />• Facilitate ranting of finalists for City of Santa Ana selection of winning artist <br />Phase 3 <br />• Serve as liaison between City and artist regarding timetable and proper execution of proposal <br />• Serve as liaison between City and artist regarding preparations for installation <br />• Provide advisory services on media event to introduce installation to public and art community <br />i� <br />
