ROH - 01/27/14 <br />RESOLUTION NO. 2014 -04 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE <br />CITY OF SANTA ANA APPROVING SITE PLAN REVIEW NO. <br />2013 -06 TO PERMIT EXTERIOR REPAIRS TO A RESIDENCE <br />LOCATED AT 1108 NORTH FRENCH STREET <br />BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SANTA <br />ANA AS FOLLOWS: <br />Section 1. The Planning Commission does hereby find, determine and declare <br />as follows: <br />A. The Applicant is requesting approval to allow exterior repairs to the rear <br />elevation of the Bishop House at 1108 North French Street, which is within <br />the Specific Development No. 19 (SD -19) zoning district (French Park). The <br />residence structure is listed on the Santa Ana Register of Historical <br />Properties as a Landmark property. <br />B. The project site is located within the boundaries of the French Park Historic <br />District (SD -19). In order to ensure architectural consistency, the French <br />Park zoning provisions require that all exterior modifications be reviewed by <br />the neighborhood's architectural review committee and be approved by the <br />Planning Commission. <br />C. Site Plan Review No. 2013 -06 came before the Planning Commission of the <br />City of Santa Ana on January 27, 2014. <br />D. Planning staff has reviewed the project for compliance with Historic French <br />Park Design Guidelines and the 10 federal Secretary of the Interior's <br />Standards for Rehabilitations. The proposed renovations to the historic <br />structure meet these nationally recognized rehabilitation standards, <br />including: 1) Distinctive features, finishes, and construction techniques or <br />examples of craftsmanship that characterize a historic property shall be <br />preserved (Standard 5); 2) Deteriorated historic features shall be repaired <br />rather than replaced. Where the severity of the deterioration requires <br />replacement of a distinctive feature, the new feature shall match the old in <br />design, color, texture and other visual qualities and, where possible, <br />materials (Standard 6); and new additions, exterior alterations, or related <br />new construction will not destroy historic materials, features, and spatial <br />relationships that characterize the property. The new work shall be <br />differentiated from the old and will be compatible with the historic materials, <br />features, size, scale and proportion, and massing to protect the integrity of <br />the property and its environment (Standard 9). <br />Resolution No. 2014 -04 <br />Page 1 of 3 <br />
