STATEMENT OF QUALIFICATIONS <br />Description of Firm: <br />MDG Associates Inc. (MDG) was established in 1991 and has undergone a steady growth since <br />its inception. MDG is a corporation registered in the State of California and is a registered <br />Minority Business Enterprise (MBE) and Disadvantaged Business Enterprise (DBE). MDG <br />Associates, Inc. is comprised of individuals with a wide variety of expertise including the CDBG <br />services requested by the City. Currently, MDG has 32 staff member. Eleven (11) of our staff <br />members are knowledgeable and experienced in the administration and implementation of the <br />Community Development Block Grant (CDBG) Program. <br />As CDBG Program consultants, MDG provides assistance with the day -to -day administration of <br />the program, including the preparation of Five -Year Consolidated Plans, One -Year Action Plans <br />and CAPERS; oversight of capital improvement projects for compliance with Davis -Bacon Act <br />and Section 3 requirements; administering sub- recipient contracts conducting monitoring for <br />compliance, processing payment request and file management; and coordination with the City's <br />assigned HUD representative. <br />MDG staff maintains an excellent relationship with the local HUD office as well as at the <br />headquarters level (Washington D.C.). Staff is currently providing Technical Assistance (TA) to <br />grantees throughout the country on behalf of HUD Headquarters through the OneCPD Program. <br />This technical assistance is provided to states, counties, cities and other HUD funded grantees in <br />conjunction with the CDBG, HOME, and NSP programs as well as the respective reporting <br />programs such as integrated Disbursement Information System (IDIS) and Disaster Recovery <br />Grant Reporting (DRGR) programs. <br />NIDG staff members are part of the Presidential Task Force team that is responsible for the <br />OneCPD Technical Assistance effort to the Commonwealth of Puerto Rico and it's Municipalities <br />on their CDBG, HOME and NSP programs. Technical assistance for Puerto Rico has included the <br />preparation of a Needs Assessment to determine strengths and weaknesses of their programs; <br />preparation of Policy and Procedure Guidelines; providing on -site training on the implementation <br />of the program gidelines and their respective programs, providing on -site training to the staff that <br />is responsible for the monitoring of the programs; and training on the use of the HUD required <br />reporting program Disaster Recovery Grant Reporting (DRGR). The Policy and Procedure <br />Guidelines and training materials have been developed in both English and in Spanish with the <br />actual training being conducted in Spanish. <br />In addition, MDG staff members have been working with HUD Headquarters on providing <br />training to grantees throughout the country in `Basically CDBG," IDIS and DRGR reporting <br />systems, and most recently on the new eCon Planning Suite system that was released during the <br />2012 Program Year. We have assisted HUD as beta testers and trainers on recent updates of the <br />IDIS and DRGR reporting systems. <br />Currently, LDM along with its affiliate (MDG Associates, Inc.) provides CDBG, HOME, ESG and <br />CaIHOME administration assistance to 17 Cities and one (1) County with funds totaling <br />
