ROH - 02/04/14 <br />RESOLUTION NO. 2014 -006 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING THE SANTA ANA GENERAL <br />PLAN HOUSING ELEMENT AND PUBLIC SAFETY <br />ELEMENT UPDATES (GPA NO. 2013 -01) <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The California Government Code requires every city to adopt a General <br />Plan. The Plan consists of seven elements, one of which must be a Housing <br />Element. <br />B. Given the priority to address California's critical housing needs, the <br />Housing Element was made the only general plan element required to <br />now be updated every eight years. State law requires that the housing <br />element include "identification and analysis of existing and projected <br />housing needs and a statement of goals, policies and quantified <br />objectives, and scheduled programs for the preservation, improvement <br />and development of housing." <br />C. Assembly Bill 162 strengthens flood protections by requiring jurisdictions <br />to update flood - related information in its General Plan during the <br />mandatory revision to the Housing Element. Thus, the Public Safety <br />Element is also updated to include current floor hazard information. <br />D. Pursuant to state law, the Housing Element must include the following <br />provisions: <br />• A review of previous element's goals, policies, programs and <br />objectives to ascertain their overall effectiveness; <br />• An assessment of Housing Needs, as set forth by the Southern <br />California Association of Governments (SCAG) via its RHNA <br />process, and inventory of resources and constraints; <br />• An analysis and program to preserve assisted housing <br />developments; <br />Resolution No. 2014 -006 <br />Page 1 of 4 <br />
