Anaheim /Santa Ana Urban Area Security Initiative <br />Operational Training and Exercises Services <br />A) Description: <br />By design, the Anaheim /Santa Ana Urban Area Security Initiative (UASI) — Multi Year Training <br />and Exercise program addresses the unique training and exercise needs of the Orange County <br />Operational Area. It spans a variety of disciplines and is commensurate with the needs <br />identified in the Anaheim /Santa Ana Urban Area Operational Area Homeland Security Grants <br />Strategy. The deliveries of training and exercises offered assist the UASI in building an <br />enhanced and sustainable capacity to prevent, protect against, respond to, mitigate and <br />recover from natural and human - caused threats that have been identified in the Urban Area's <br />Threat and Hazard Identification Risk Assessment ( THIRA). Unfortunately, the Strategy and <br />THIRA cannot foresee the need of all specialty training on emerging threats and other adhoc <br />training and exercise needs that inevitably present themselves during a contract period of <br />performance. <br />Therefore, this component is added to afford the City of Santa Ana UASI with the opportunity <br />to modify existing or adding additional exercises or training courses on an as needed basis, so <br />long as the subject matter meets the following criteria: <br />1. It is commensurate with the training objectives identified in the Strategy, <br />2. It is approved for grant reimbursement by the California Office of Emergency <br />Services (Cal OES) and U.S. Department of Homeland Security, <br />3. It is approved for delivery by the Urban Area Working Group, and <br />4. The aggregate of the deliveries do not exceed the dollar amount of the contract or <br />extend beyond the contract period and the grant period. <br />Modifications and procurements of to the T &E SOW will be accomplished via change order <br />following the vendor's itemized proposal submittal, review, and approval by the City of Santa <br />Ana. <br />B) Cost - C) Number of Personnel that may C) Duration of E) Cal EMA Approval <br />Not to be Trained in a Single Course Training <br />Exceed Delivery <br />$107,496 1 TED <br />UM <br />25A -19 <br />121 Page <br />
