Amendment to Agreement with Black & Veatch for Preparation <br />of a Sanitary Sewer and Water Financial Plan <br />February 18, 2014 <br />Page 2 <br />Staff recommends that the agreement be amended in order to complete the study. B &V has <br />performed well and has made all adjustments that the City has required. In addition, B &V has <br />demonstrated a successful record of assisting other utilities through the complex Proposition 218 <br />requirements. The firm recently worked with the cities of South Gate, Downey, San Juan <br />Capistrano, Oxnard, and Long Beach on water and wastewater financial analyses.
