1. GENERAL BACKGROUND AND SCOPE OF SERVICES <br />1.1 DEFINITIONS <br />The following words as used in this Request for Proposal (RFP) shall be understood to refer <br />respectively to: <br />Word in RFP <br />Definition <br />"Acceptance" <br />Acceptance is the event in which the City Telecommunications <br />Coordinator accepts and approves the Contractor's services and products <br />as being complete and operating according to engineering and design <br />plans and manufacturer's specifications with labeling and clean -up <br />completed and signed building permits and test records submitted to the <br />City's Telecommunications Coordinator or his /her delegated <br />representative. <br />"City" <br />The City of Santa Ana, California. <br />"Contractor" <br />Means the same and is used interchangeably with the term "Vendor." <br />"Department" <br />The several departments and agencies therein. <br />Telecom <br />The City Telecom Coordinator responsible for the installation and <br />Coordinator <br />maintenance of the CommScope SYSTIMAX Structured Cabling System <br />media and pathways. <br />"Vendor" <br />The agreement is made by said City with the agent or legal representative <br />who may be appointed to represent such person, firm or corporation in the <br />signing and performance of said agreement. <br />"Proposer" <br />I The person, firm or corporation responding to this RFP. <br />1.2 OVERVIEW OF EXISTING INFRASTRUCTURE <br />The City's existing cabling infrastructure consists of the following: <br />• Numerous optical fiber links (multimode, singlemode, and LazrSPEED) within City Hall <br />and between City Hall and the Central Library. <br />• Category 5e (powersum) and category 6 (gigaspeed) copper cables in horizontal and <br />backbone applications. <br />• The City owns and supports the cable plant at 31 service locations citywide consisting <br />of approximately 8,000 cable drops. <br />• Telephone equipment at the 31 service locations consists of a combination of NEC <br />PBX, key systems and VolP telephones. <br />• A typical voice /data information outlet consists of (1), one -gang, CommScope <br />SYSTIMAX (4) port faceplate (white), two CommScope Category 5e SYSTIMAX <br />Certified data cables (blue) and two CommScope Category 5e SYSTIMAX Certified <br />voice cables (white) for the support of voice /data applications. <br />• Principal buildings in the City's network include: eight floor City Hall with Walker Duct <br />System; 457 bed Santa Ana Jail; four floor Police Headquarters complex consisting of <br />over 550,000 sq.ft. <br />• Ethernet (10Mbps /100Mbps) backbone in City Hall connecting City Hall LANs and <br />computer operating in the Central Computer Center. <br />• Numerous remote connections (infrared lasers, point to point leased lines, and dial -up) <br />to multiple locations throughout the City ranging in bandwidth from T -1 to 56Kbps. <br />Page 4 of 36 <br />
