CITY OF SANTA ANA COMMUNITY DEVELOPMENT AGENCY <br />REQUEST FOR PROPOSALS FOR PARKING OPERATIONS AND MANGEMENT SERVICES (RFP) <br />SECTION I - BACKGROUND <br />1. INTRODUCTION <br />The City is requesting proposals for the purchase, training; and the secure communications of <br />approximately 500 single -space parking meters that are credit card capable. These meters will retrofit into <br />existing parking meter housings in the core of our downtown where there is the highest parking demand. <br />This RFP includes both the purchase price of the meters, training, establishing secure, encrypted credit <br />card communication with the City's merchant account provider and the wireless network necessary to <br />operate, maintain, and communicate with each credit card capable parking meter. <br />The City also seeks the vendor to furnish, to work with City parking technicians to install, and to support <br />an integrated network of parking sensors for designated meters (200 -500,) and related hardware, <br />software, and mobile smart- phone applications. The sensors need to be able to upload current parking <br />conditions to mobile applications. <br />2. BACKGROUND <br />The City of Santa Ana provides about 1,300 parking meters for convenient, short -term parking, of which <br />approximately 500 are in the Downtown. area. Existing parking meters are coin - operated digital meters and <br />are installed, maintained and collected by the Parking Meter staff in the Finance & Management Services <br />Agency. Parking enforcement is managed by the Police department. The current parking meter rate is $.75 <br />- $1.00 per hour and the hours of enforcement are Monday through Saturday, 8am to 8pm. <br />3.
