Proposed Amendments to Classification and Compensation Plans and Annual Budget <br />March 18, 2014 <br />Page 2 <br />Further, the Personnel Services Department recently commissioned a comprehensive labor <br />market survey of compensation rates for Management job classifications. This study was deemed <br />necessary to analyze salary compaction which exists between the City's Middle Manager job <br />classifications and unrepresented Executive Management job classifications. Based on this <br />analysis, the City Manager proposes adjusting the compensation for six Executive Management <br />classifications to match the median rate paid to comparable job classifications in the labor market. <br />These parity adjustments will ensure that the City continues to attract and retain highly qualified <br />executive managers. <br />Finally, the interim Executive Director of Public Works requests the addition of one Street Lighting <br />Maintenance Worker position in order to provide more staff dedicated to repairing and maintaining <br />the city's street lighting system and requests the reallocation of one Management Aide (UC) <br />position to Public Works Projects Specialist in order to allocate the position to the classification <br />most representative of the assigned duties and responsibilities. <br />FISCAL IMPACT <br />The cost of the increase in hourly wage rates due to the mandated minimum wage increase is <br />estimated to be $5,639.36 for FY 2013 -14 and $22,557 for FY 2014 -15. The cost of the proposed <br />market parity adjustments for Executive Management (EM) job classifications is $23,583 for FY <br />2013 -14 and $94,332 for FY 2014 -15. There is no additional cost for the proposed addition of one <br />Street Lighting Maintenance Worker and the reallocation of one Management Aide (UC) position <br />to the classification of Public Works Projects Specialist. These positions will be funded by utilizing <br />monies from two budgeted vacant part -time positions. Funds are available in the respective <br />departmental salary accounts. <br />�A <br />E ward S.
