RESOLUTION NO. 2014 -011 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA TO AMEND RESOLUTION NOS. 82 -110 AND 91- <br />066 TO EFFECT CERTAIN CHANGES TO THE CITY'S BASIC <br />CLASSIFICATION AND COMPENSATION PLANS WHICH <br />INCLUDES PROVIDING PAY INCREASES FOR SEVEN PART <br />TIME TITLES, TO ENSURE COMPLIANCE WITH STATE <br />MINIMUM WAGE LAW, AND TO AMEND THE CITY'S <br />BUDGET FOR FISCAL YEARS 2013 -2015. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1: The City Council hereby finds, determines and declares as follows: <br />A. Section 1004, Article X of the City Charter of the City of Santa Ana <br />requires the City Manager to prepare, install and maintain a position <br />classification and pay plan subject to civil service rules and regulations <br />and the approval of the City Council. <br />B. On August 2, 1982, the City Council passed and adopted Resolution <br />No. 82 -110 revising and re- establishing the Basic Classification and <br />Compensation Plan for Officers and Employees of the City of Santa Ana. <br />C. On July 1, 1991, the City Council passed and adopted Resolution <br />No. 91 -066, re- establishing the Basic Classification and Compensation <br />Plan for classifications of employment designated as unrepresented <br />Executive Management (EM) and Middle Management (MM). <br />D. On June 17, 2013, the City Council passed and adopted Ordinance No. <br />NS -2844, establishing the City's Budget for Fiscal Years 2013 -2015, <br />authorizing position allocations for Fiscal Years 2013 -2015, and requiring <br />that alterations in the allocation of authorized positions be reviewed and <br />approved by the City Council. <br />E. The State of California has adopted a new minimum wage law requiring <br />that a new minimum wage rate be put into effect beginning on July 1, <br />2014. Hourly pay rates assigned to one unaffiliated and six represented <br />part -time classification titles need to be adjusted accordingly, to ensure <br />City compliance with this new mandate. <br />F. It is the City's <br />practice to assign job titles that <br />reflect the <br />duties and <br />responsibilities <br />of the classification and are <br />consistent <br />with other <br />classifications <br />within the City's organizational <br />structure <br />as well as <br />Resolution No. 2014 -011 <br />Page 1 of 5 <br />
