Quarterly Report for HCV <br />March 4, 2014 <br />Page 3 <br />Chart 5 depicts participants by percentage of <br />Orange County median income. As of <br />November, 2011, the County's median income <br />was $85,300. <br />Approximately 79% of families on the program <br />earn less than 30% of the median income, <br />which is $28,900 per year for a family of four. <br />Participants' incomes come from a variety of <br />sources, as illustrated in Chart 6. <br />Nearly half (43 %) of participating families have 80% <br />employment income. 70% <br />60% <br />Participating families pay a portion of their 50% <br />monthly rent based upon their income and the 40% <br />payment standard for their unit. The Housing 3o% <br />Authority pays the difference between the 20% <br />tenant's portion and the contract rent. This 10% <br />payment is the Housing Assistance Payment <br />(HAP). 0% <br />The average HAP for October through <br />December 2013 was $880. <br />Production <br />HQS Inspections - each assisted unit must be <br />inspected at least annually to ensure it meets <br />the Housing Quality Standards (HQS) in <br />compliance with federal guidelines. From <br />October to December, a total of 604 inspections <br />and re- inspections of failed units were <br />performed.
