In addition, suggestions for improvements to the program were solicited (Exhibit 2). Notices <br />were sent to 1,562 participants of the HCV program living in Santa Ana, of which 59 attended the <br />tenant advisory meeting. Breakout sessions were held in English, Spanish and Vietnamese. <br />The Administrative Plan serves as supporting documentation for the Annual Plan. It informs the <br />public and staff about HCV regulations and explains how Santa Ana Housing Authority will <br />implement those regulations. The Administrative Plan (Exhibit 3) was last adopted in April 2012. <br />The Administrative Plan must be revised to ensure compliance with regulatory changes made by <br />HUD, and policy and procedure changes proposed by the Housing Authority. The following <br />sections were updated: <br />• Regulatory changes to portability procedures <br />• Clarification of Violence Against Women Act (VAWA) <br />• Process to open the wait list <br />HUD regulations require a 45 -day comment period. On January 27, 2014, notification was <br />published that the draft plans were available for review. The public comment period ended March <br />12, 2014.
