EXHIBIT 2 <br />Tenant Advisory Meeting <br />January 23, 2014 <br />The Housing Authority of the City of Santa Ana sent notice invitations to all participants in the HCV program who <br />live in Santa Ana for the a Tenant Advisory Meeting held on January 23, 2014. Notices were sent in English, <br />Spanish and Vietnamese. Since space was limited, reservations were accepted on a first come, first served basis <br />hoping to have approximately 20 attendees in each language. Attendance groups included: <br />• English 10 <br />• Vietnamese 26 <br />• Spanish 23 <br />Areas of Discussions: <br />Sequestration: <br />• Program participants can no longer port-out to higher payment standard areas. <br />• Current port-out participants must return to SAHA when moving. <br />Reduction in SAHA's payment standards as follows: <br />• Applied the new payment standards effective 6/1/13 for any moves. <br />• Apply the new payment standards at the annual re -exam effective 6/1/14, thereafter, for participants not <br />moving. <br />Return to using the flat rate utility allowance for all mobile home owners /renters. <br />Applying the utility allowance using the actual voucher size or the unit size, whichever is less. <br />It's been 1 %2 years since SAHA has issued any vouchers to applicants from the wait list. <br />Based on funding and average HAP, we do not receive enough funds to support SAHA's allocated vouchers (2699). <br />What is it that SAHA can do to improve the program? <br />• Families are thankful for all assistance they now receive. <br />• SAHA should serve the elderly /disabled population first (pull off the wait list) <br />• SAHA needs to hire Vietnamese housing workers to better communicate with program participants <br />• Property managers need to have better communication with resident issues. <br />• Allow housing tenants to pay more than 30% of their income towards rent. <br />Ow <br />
