Statement of Understanding & Work Plan <br />Statement of Understanding <br />DDA is proposing to provide the City of Santa Ana with goodwill loss appraisal services, <br />including preparation of Budgetary Estimates and Acquisition Appraisals. DDA will alsc <br />provide litigation support, as necessary. All appraisal services will be coordinated with <br />City staff, relocation and acquisition consultants, real estate appraisers and fixture & <br />equipment appraisers. All appraisal services will be performed in conformance with the <br />Uniform Standards of Professional Appraisal Practice (USPAP) and will adhere to the <br />California Code of Civil Procedure and all applicable current case law. <br />Scope of Work <br />In providing goodwill loss appraisal services, DDA proposes the following work process <br />for each appraisal assignment: <br />❑ Meet with project team to gain an understanding of the project and potential <br />impacts; <br />❑ Provide preliminary estimates of goodwill for budgetary purposes, if requested; <br />❑ Inspect the business facility; <br />❑ Interview the business owner and management to determine history of operations <br />and relocation needs; <br />❑ Review business' historical financial statements, tax returns and lease agreements; <br />❑ Review all parcel appraisal reports and coordinate with real estate and fixtures <br />and equipment appraisers to avoid duplication of compensation; <br />❑ Coordinate with agency staff and legal counsel to discuss strategy and approach; <br />❑ Coordinate with relocation agents to determine relocation options, feasibility of <br />relocation, mitigation issues and to avoid duplication of compensation; <br />❑ Perform market research to determine the business' marketability and external <br />influences; <br />❑ Implement valuation methodology, including market based and income based <br />approaches, to determine the business' goodwill value in the before condition; <br />❑ Inspect potential or actual relocation site(s); <br />9of10 <br />Response to the City of Santa Ana's RFP for On -Call Right of Way Specialty Services <br />
