The Fiscal Year (FY) 2011 Homeland Security Grant Program (HSGP) is comprised of <br />five interconnected grant programs: <br />• State Homeland Security Program (SHSP) <br />• Urban Areas Security Initiative (UASI) <br />• Operation Stonegarden (OPSG) <br />• Metropolitan Medical Response System (MMRS) <br />• Citizen Corps Program (CCP) <br />The HSGP is one tool among a comprehensive set of initiatives authorized by Congress <br />and implemented by the Administration to help strengthen the Nation against risks <br />associated with potential terrorist attacks. <br />The purpose of this package is to provide: (1) an overview of the HSGP and (2) the <br />formal grant guidance and application materials needed to apply for funding under the <br />program. The package outlines DHS management requirements for implementation of <br />a successful application. The package also reflects changes called for in the <br />Implementing Recommendations of the 9111 Commission Act of 2007 (Public Law 110- <br />53) (hereafter "9/11 Act") and the Department of Defense and Full -Year Continuing <br />Appropriations Act, 2011 (Public Law 112 -10). <br />The table below provides a quick overview of the programs included in FY 2011 HSGP. <br />FY 2011 Homeland Securitv Grant Proaram Overview <br />2 <br />
