OPSG Program Requirements <br />The FY 2011 OPSG funds must be used to increase operational capabilities of Federal, <br />State, local, Tribal, and territorial law enforcement, promoting a layered, coordinated <br />approach to law enforcement within United States border States and territories. <br />Federal, State, Local, Tribal, and Territorial OPSG Coordination Working Group. <br />It is recommended that Federal, State, local, Tribal, and territorial partners <br />establish and maintain an OPSG Working Group with representation from all <br />participating law enforcement agencies, co- chaired by representatives from <br />CBP /BP, the SAN and participating law enforcement agencies' OPSG program <br />representatives. <br />Coordination Requirements. All operational plans should ' b , e crafted in <br />cooperation and coordination among Federal, State, local, Tribal, and territorial <br />partners. Consideration will be given to applications that are coordinated across <br />multiple jurisdictions. All applicants must coordinate with the CBP /BP Sector <br />Headquarters with geographic responsibility for the applicant's location in <br />developing and submitting an Operations Order with an embedded budget to the <br />SAA. <br />After awards are announced, prospective grant recipients will re -scope the draft <br />Operations Order and resubmit as a final Operations Order with an embedded <br />budget, based on actual dollar amounts to be awarded. Final Operations Orders <br />will be approved by the appropriate Sector Headquarters and forwarded to <br />Headquarters, Office of Border Patrol, Washington, D.C., before funding is <br />released. <br />Grantees may not begin operations, obligate, or expend any funds until the final <br />Operations Order and embedded budget has been approved by FEMA GPD and <br />CBP /BP Headquarters and any existing special conditions and /or restrictions are <br />removed. FY 2011 OPSG activities are expected to maximize HSGP strategic <br />planning efforts and integration with State, Tribal, territory, Urban Area, and local <br />Homeland Security Strategies. <br />Metropolitan Medical Response System (MMRS) <br />The MMRS program provides funding to local or sub -State regional jurisdictions to <br />support and enhance the integration of local emergency management, health, and <br />medical systems into a coordinated, sustained local capability to respond effectively to <br />mass casualty incident. Grantees must also demonstrate how their investments will <br />increase the effectiveness of emergency preparedness planning and response for the <br />whole community by integrating and coordinating activities implemented under this <br />program for children and adults with disabilities and others with access and functional <br />needs. <br />18 <br />
