Planning must include <br />participation from all stakeholders in the community who are able to contribute critical <br />perspectives and may have a role in executing the plan. Planning should be flexible <br />enough to address incidents of varying types andmagnitucre_s. <br />States and Urban Areas are further encouraged to include disciplines responsible for <br />the health, safety, education, rehabilitation, and care of infants and children and those <br />responsible for integrating the accessibility and functional needs of children and adults <br />with disabilities. Planning activities should focus on the four homeland security mission <br />areas of prevention, protection, response, and recovery. HSGP funds should also be <br />leveraged to integrate specialized programs, such as the Regional Catastrophic <br />Preparedness Grant Program and the Voluntary Private Sector Preparedness <br />Accreditation and Certification Program (PS- PrepTM), into the overall framework at the <br />State and Urban Area level. All jurisdictions are encouraged to work through Citizen <br />Corps Councils, existing public - private partnerships that support emergency <br />management, nongovernmental entities, and the general public in planning activities.9 <br />Grantees must use the CPG 101: Developing and Maintaining State, Territorial, Tribal, <br />and Local Government Emergency Plans in order to develop robust and effective plans. <br />For additional information, please see <br />http:// www. fema .aov/pdf/about/divisions/ni)d /CPG 101 V2 ndf. <br />lanizational Activities (SHSP and UASI only) <br />lanizational activities include: <br />• Program management <br />• Outreach and marketing to support recruitment, as well as sustain and increase <br />year around partnership efforts <br />• Structures and mechanisms for information sharing between the public and <br />private sector <br />• Tools, resources and activities that facilitate shared situational awareness <br />between the public and private sectors <br />• Operational Support <br />• As identified in priority one utilization of standardized resource management <br />concepts such as typing, inventorying, organizing, and tracking to facilitate the <br />dispatch, deployment, and recovery of resources before, during, and after an <br />incident <br />Section 2008 of the Homeland Security Act of 2002, as amended by the 9/11 Act, <br />allows the use of grant funds for the following activities: <br />Responding to an increase in the threat level under the National Terrorism <br />Advisory System (NTAS), or needs resulting from a National Special Security <br />Event. The WAS replaces the color codes of the Homeland Security Advisory <br />' Nongovernmental entities include the private sector, private nonprofits, faith - based, community, volunteer, and other <br />nongovernmental organizations. <br />34 <br />
