<br />• Allowable Costs. A crosswalk of allowable costs across the HSGP programs can
<br />be found in Part VI of this Guidance package, along with additional detail on
<br />planning, organization, equipment, training and exercises costs. The following
<br />pages outline global allowable costs guidance applicable to all programs included
<br />in the HSGP.
<br />Allowable Investments made in support of the HSGP priorities as well as other
<br />capability- enhancing projects must fall into the categories of planning, organization,
<br />equipment, training, emergency management related disability accommodations and
<br />modifications, or exercises. Additional detail about each of these allowable expense
<br />categories, as well as sections on additional activities including explicitly unallowable
<br />costs, is provided. in general, grantees should consult their FEMA Headquarters
<br />Program Analyst (for SHSP, UASI, or OPSG questions) or FEMA Regional Program
<br />Analyst (for MMRS or CCP questions) prior to making any Investment that does not
<br />clearly meet the allowable expense criteria established by the Guidance.
<br />Planning Activities (SHSP, UASI, OPSG, WHS, c:c:r/
<br />FY 2011 SHSP and UASI funds may be used for a range of emergency preparedness
<br />and management planning activities and that support Performance Objectives One
<br />(THIRA) and Two (Planning), by placing an emphasis on updating and maintaining a
<br />current EOP that conforms to the guidelines outlined in CPG 101 v.2 as well as
<br />development and maintenance of a THIRA. Planning efforts can also include the
<br />prioritizing of needs, building capabilities, updating preparedness strategies, allocating
<br />resources, and delivering preparedness programs across disciplines (e.g., Tribal
<br />governments, law enforcement, fire, EMS, health care systems, public health,
<br />behavioral health, public works, rural water associations, agriculture, information
<br />technology, and the general public, including people with disabilities) and levels of
<br />government. Planning provides a methodical way to engage the whole community in
