2. Adopt a resolution approving Variance No. 2012 -04 (a) for the Sexlinger <br />Farmhouse as conditioned. <br />3. Adopt a resolution approving Variance No. 2012 -04 (b) to allow a reduction in <br />the minimum lot frontage as conditioned. <br />4. Adopt a resolution approving Vesting Tentative Tract Map No. 2012 -02 <br />(County Map No. 17231) as conditioned. <br />Acting Planning Manager Vince Fregoso presented the staff report and <br />recommendation. <br />The public hearing was opened. <br />Public speakers: <br />Debbie Merced, Mark Maietta, John Lapworth, Kathi Lapworth, Jim Bright, Long <br />Nguyen and Bea Tintilli spoke in support of the project. <br />Virginia Mayne, Allen Lawson, Nick Spain, Deborah Rosenthal, Mathew <br />Holbrook, Jeannie Gillett, Guy Stivers, Patrick Mitchell and Steve Ray spoke in <br />opposition to the project. <br />Michael Gibbons and Jeff Melching, representing the applicants, spoke in <br />support of the project. <br />Written communications in support of the project was received from William and <br />Phyllis Stevens. Written communications in opposition to the project were <br />received from Kathryn Thompson, Deborah M. Rosenthal, Jeannie Gillett and <br />Bob Knight. <br />The public hearing was closed. <br />MOTION: Commissioner Yrarrazaval moved to continue the public hearing so that <br />staff considers a better preservation alternative; EIR should consider the 50 -50 <br />alternative, include conditions from the applicant and correct errors in the report. <br />MOTION DIED FOR LACK OF A SECOND VOTE. <br />Jeff Rice and Jeremy Holland with URS provided clarification on the alternatives analysis <br />for the project. <br />SUBSEQUENT MOTION: Recommend the City Council: <br />1. Adopt a resolution certifying Final Environmental Impact Report No. 2011 -01 <br />and approve the mitigation monitoring program for the Sexlinger Farmhouse <br />and Orchard. <br />2. Adopt a resolution approving Variance No. 2012 -04 (a) for the Sexlinger as <br />conditioned. <br />3. Adopt a resolution approving Variance No. 2012 -04 (b) to allow a reduction in <br />the minimum lot frontage as conditioned. <br />4. Adopt a resolution approving Vesting Tentative Tract Map No. 2012 -02 (County <br />Map No. 17231) as conditioned. Planning Commission modified conditions: <br />TTM12 -02 that the development shall have a minimum four foot landscaped <br />parkway adjacent to the curve; Condition No. 15 Sexlinger Farmhouse's <br />exterior be preserved utilizing the Secretary of Interior Standards for <br />rehabilitation, and require orchard area to have minimum 10 existing trees <br />plus six in -kind trees per the environmental report. <br />Planning Commission Minutes Page 4 of 5 February 10, 2014 <br />
