HRCA No. 2014 -01 & HRC No. 2014 -01 <br />April 3, 2014 <br />Page 2 <br />Analysis of the Issues <br />The subject structure meets the minimum selection criteria for inclusion on the Santa Ana Register <br />of Historical Properties pursuant to criteria contained in Section 30 -2 of the Santa Ana Municipal <br />Code. The primary criterion for selection requires that structures be 50 or more years old. As <br />detailed in the following property description, the structure proposed for placement on the Register <br />meet the minimum age criterion as the residence was constructed in 1929. The analysis indicates <br />the property exemplifies a particular architectural style (English Revival) thereby meeting other <br />required criteria for historic designation. No known code violations exist at this property. <br />2214 North Greenleaf Street — Jacobs House (HRCAIHRC No. 2014 -01). The Jacobs House has <br />the distinctive architectural features of the English Revival style, and was built in 1929 by prolific <br />builder, Jaspar Famey. The first owners were Mr. and Mrs. Otto Jacobs. Mr. Jacobs was an <br />attorney for the firm Jacobs, Corfman, and Jacobs. Character defining features include the rolled <br />edge roofing, original windows where extant, front facing chimney and overall asymmetric <br />composition. The house is recommended to be categorized as Contributive because it "contributes <br />to the overall character and history" of Santa Ana, and because it is "a good example of period <br />architecture" (Exhibit 2). <br />Public Notification <br />The subject site is located within the Floral Park neighborhood. The president of this Neighborhood <br />Association was notified by mail 10 days prior to this public hearing. <br />The project site was posted with a notice advertising this public hearing, a notice was published in <br />the Orange County Reporter and mailed notices were sent to all property owners within 500 feet of <br />the project site. At the time of this printing, no correspondence, either written or electronic, had <br />been received from any members of the public. <br />CEQA Compliance <br />In accordance with the California Environmental Quality Act, the recommended actions are exempt <br />from further review under Section 15331, Class 31, which exempts projects limited to the <br />preservation of historic resources in a manner consistent with the Secretary of the Interior's <br />Standards. Categorical Exemption No. ER- 2014 -27 will be filed for this project. <br />
