2010/11- 2014 -15 CITY OF SANTA ANA CONSOLIDATED PLAN I 2014/15 <br />ACTION PLAN <br />HOMELESS AND OTHER SPECIAL NEEDS <br />The Action Plan delineates the specific activities that the City will undertake during the <br />2014 -2015 Program Year that address objectives and goals identified in the Consolidated <br />Plan to meet the needs of Santa Ana's homeless and special need populations. <br />As reported in the 2010 -2014 Consolidated Plan, it is estimated in 2009 there were 1,925 <br />homeless individuals Santa Ana at the time the County undertook its biennial Point In Time <br />census of the region's homeless. Because individuals enter and leave homelessness on an <br />ongoing basis, it was estimated that 4,961 Santa Ana residents were homeless over the <br />course of a year. To address the needs of these individuals, the City will continue its efforts <br />to identify efficient and effective means to distribute limited resources for homeless needs. <br />The City has designated emergency and transitional housing as high priorities for addressing <br />homelessness. There are 16 emergency and transitional shelters in the City, providing an <br />estimated 265 emergency and 317 transitional housing beds - more than any other city in <br />the County.3 During the 2014 -2015 Program Year the City will also incorporate into its <br />agreements a provision that each ESG- funded agency prepare and implement a policy that <br />will help ensure persons discharged from local publicly funded institution have access to <br />housing /services thus preventing their immediate homelessness upon discharge. <br />In 2009, President Obama signed into law a bill to reauthorize HUD's McKinney -Vento <br />Homeless Assistance programs. The bill included parts of the Helping Families Save Their <br />Homes Act. Since the provisions of the bills were identical, both have become known as the <br />Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act. The <br />HEARTH Act made numerous changes to HUD's homeless assistance programs: <br />• Replaced the Emergency Shelter Grant (ESG) program with the Emergency Solutions <br />Grant (ESG) program <br />• Homelessness prevention is significantly expanded <br />• New incentives place more emphasis on outreach /assessment and rapid re- housing, <br />especially for homeless families <br />• The existing emphasis on creating permanent supportive housing for people <br />experiencing chronic homelessness will continue, although now families can also be <br />considered chronically homeless <br />3 Total emergency shelter beds do not include 250 seasonal beds that are opened during winter months <br />offered at the National Guard Armory located in Santa Ana. <br />04/25/2014 21 <br />
