2010/11- 2014 -15 CITY OF SANTA ANA CONSOLIDATED PLAN I 2014/15 <br />ACTION PLAN <br />accommodations, including accommodations for service and companion animals for <br />disabled persons. <br />• Provide information on its website regarding blockbusting, including examples and an <br />appropriate response if it is detected. <br />• Contact the California Department of Real Estate to determine if any Orange County real <br />estate licensees have been accused of blockbusting or had their licenses suspended or <br />revoked for engaging in blockbusting. If any licensees are identified in this process, an <br />attempt will be made to provide fair housing training to the responsible broker and all <br />related salespersons. <br />• Provide education on the law regarding reasonable accommodations and reasonable <br />modifications to housing providers, managers, and consumers, including at educational <br />seminars conducted by the Apartment Association of Orange County. <br />• Assist persons with disabilities in making requests for necessary reasonable <br />accommodations or modifications, and assist them in filing complaints when such <br />requests are improperly denied. <br />• Coordinate with the Orange County Human Rights Commission (OCHRC), the Center OC, <br />and the Orange County Victims Assistance Partnership to monitor and respond when <br />appropriate to hate crimes occurring within Santa Ana and at the regional level, and <br />provide referrals to hate crime victims. <br />• Continue to monitor Home Mortgage Disclosure Act (HMDA) data annually using the <br />2008 HMDA analysis as a benchmark, and complete a HMDA analysis of the top 10 <br />lenders in Orange County to compare and contrast loan denial rates. <br />• Conduct a follow -up analysis of loan denial rates at the neighborhood level to determine <br />to what extent, if any, redlining may exist in Orange County, using Census 2010 data <br />available on minority populations at the census tract level. <br />• Conduct outreach to cultural, ethnic and minority organizations, particularly those <br />serving Hispanic and African- American individuals, to potentially increase interest in and <br />readiness for home purchases. <br />• Provide homebuyer education programs in neighborhoods with high denial rates, high <br />minority population concentrations and limited English speaking proficiency to help <br />increase loan approval rates. <br />STRATEGY IMPLEMENTATION <br />HUD requires that the City reevaluate how the additional strategies outlined in the <br />Consolidated Plan will be addressed during the Program Year. <br />04/25/2014 29 <br />
