s - order Manager <br />fvnmental Analysis and Design <br />ffro <br />Yasui has an impressive project history related to the preparation of environmental documents and supporting analysis <br />for Caltrans, FHWA, and various cities and counties. He has prepared and processed documents that have required various <br />levels of CEQA/NEPA compliance and analysis and worked as an environmental analyst for the following project: the Peyton <br />Drive Widening EA/IS (City of Chino Hills), the Mission Boulevard Corridor Improvements NEPA documentation project <br />(City of Montclair), the Yucaipa Low Water Crossing Bridge Technical Studies Project (City of Yucaipa), and the Highway 111 <br />Widening Technical Studies Project (City of La Quinta). He has <br />served as Principal Investigator for studies of endangered wildlife, directing and participating in field investigations, data <br />analysis, and preparation and review of technical reports and mitigation plans. Patrick has extensive national and international <br />experience in the assessment of impacts on biological resources, especially in relation to wetland ecosystems, coastal sage <br />scrub, and endangered species. Patrick has produced environmental impact assessments for various ' projects throughout <br />southern California in conformance with NEPA, CEQA, and ESA. His specific area of expertise is in the ecology, <br />management, and monitoring of vertebrate populations. He has conducted investigations of several sensitive bird species, <br />including California least tern, brown pelican, least Bell's vireo, California gnatcatcher, coastal cactus wren, and bald eagle. He <br />is currently involved in the current review/update of the county's Wind Implementation Monitoring Program (WIMP). <br />Bill Magdych, PhD — Biology (Wetlands Delineation) <br />Education: <br />PhD/1982/Zoology, Ecology <br />MS/1978/Zoology, Ecology <br />BS/1975/Biology <br />Registration(s)/ Certification (s) <br />Certified Professional Wetland Scientist, No. 195 <br />Dr. Bill Magdych has successfully managed hundreds of projects over the past 25 years that have ranged widely in size and <br />complexity relative to scope, budget, and technical issues. He is a senior regulatory compliance expert for wetland and water <br />quality permitting, ESA, CEQA and NEPA compliance, and other environmental regulations. Bill has a strong technical focus <br />in aquatic, marine, and terrestrial ecology, including restoration and creation of wetland and terrestrial habitats. Bill has worked <br />throughout Orange and Riverside County, including work on the River Road Bridge Project where he managed Section 404 <br />permitting and development of the Section 404(b)(1) alternatives assessment. As part of this project, he performed wedand <br />delineations and served as a senior advisor for general CEQA/NEPA and ESA compliance. He was also responsible for <br />investigations, modeling, and plan development for wetlands, riparian systems, and estuarine/lagoon systems associated with <br />the Santa Margarita River Watershed Management Plan. <br />4 <br />
