History/ <br />imental History <br />Jeremy Hollins is an architectural historian and has performed numerous historic evaluations for a range of resources based on <br />local, California, and National Register criteria and through DPR 523 forms, HABS reports, cultural landscape reports, and <br />historic structures reports. Additionally, Jeremy has been the lead historian on several major projects, including a historic <br />reconnaissance survey of 12,000 resources in San Diego and a historic structures report for two Old Town San Diego National <br />Register Properties. He has a detailed knowledge of the laws and ordinances that affect historic properties, such as Section <br />106, NHPA, CEQA, NEPA, State Historic Building Code, and the Secretary of Interior Treatment Standards. Additionally, <br />two academic journals have published Jeremy's work, and he was an adjunct instructor in `World Architectural History' before <br />coming to URS. <br />Sylvia Novoa — Public Involvement <br />Education: <br />BA/English (Minor: Spanish) <br />Certificate of Forensic Translation <br />Sylvia Novoa has more than 20 years of experience in the management of public outreach and education programs. She is <br />knowledgeable regarding the issues that face Orange County, and understands how to navigate within the political arena. <br />Equally important, Sylvia truly understands the process, means and methods, and knows what it will take to reach stakeholders <br />and give them an opportunity to participate and feel heard. <br />Sylvia's experience encompasses the Metropolitan Bakersfield Transportation Systems Study, where she was responsible for <br />coordinating community workshops and focused roundtable meetings with special interest groups that included homeowners, <br />business owners and real estate professionals. She also implemented highly successful public outreach campaigns on the SR-2 <br />Terminus project and the I-5 MIS, and is currently involved in the outreach program for the Mission College Master Plan EIR. <br />Her work on the Mission College project in Sylmar is particularly relevant because it deals with a community undergoing <br />urbanization, where the influx of new residents is threatening to cause a loss of open space. Most notably, she recently <br />completed the public outreach effort for the Riverside to Orange County MIS, where she worked extensively with OCTA staff <br />to implement the public outreach component of the study. <br />Bob Collacott — Permitting (Stormwater) <br />Education: <br />MBA/1986 <br />MS/1976/Science, Biology <br />BS/1974/Science, Biology <br />Bob has 27 years of experience covering a broad range of environmental programs related to water quality. He is responsible <br />for directing projects involving discharge permitting, surface water quality management and planning, and regulatory <br />- compliance plan development and implementation. Bob founded the State Water Resources Control Board's s (SWRCB) <br />Stormwater Quality Task Force that provides consultation to and liaison among water quality regulators (EPA, SWRCB, <br />I RWQCBs) and stormwater dischargers (municipal and industrial). Also, as Chairman of the Water Resources Committee of <br />the Southern California Chapter of APWA, he organized and presented a number of workshops since 1988 addressing the <br />requirements of the CWA to thousands of industrial and municipal compliance managers and consultants. <br />John Lague — Air Quality <br />Education: <br />MS/ 1973 /Meteorology <br />BS/1970/Physical Sciences <br />John Lague, who will lead the air quality effort, has over 34 years of continuous experience in air quality consulting. He has <br />prepared CEQA analyses for numerous projects and has conducted extensive air quality studies for a variety of industries. <br />John's project experience ranges from air permitting of local gasoline stations to large power generating projects. John has <br />experience with emission quantification of motor vehicles, construction activities, coating operations, landfills, municipal waste <br />� vRs <br />
