Prepare Administrative Draft Initial Study/Proposed Focused EIR An IS is required pursuant to CEQA Guidelines §15063 et seq to determine if the project will cause a significant effect on the environment. The IS will include an evaluation of the environmental resources contained in the City's CEQA Environmental Checklist. The IS shall include discussion of the existing conditions, impacts and magnitude of the impacts, and the level of significance for each environmental discipline, as appropriate. Mitigation measures shall be developed to reduce impacts to less than significant levels, where necessary. The IS effort is focused on review of existing information and sufficient environmental analysis to make a preliminary determination with regard to potentially significant environmental effects of the project. It is anticipated, at a minimum, that impacts to the Register -eligible on -site bungalow, detached garage, and associated orange grove will result in significant environmental impacts. Therefore, it is assumed that a Focused EIR will need to be prepared for this project. The Administrative Draft EIR will be prepared in accordance with CEQA of 1970, as amended (California Public Resources Code Section 21000 et seq.) and the CEQA Guidelines (California Code of Regulations Section 15000 et seq.). The EIR will evaluate the environmental impacts of the proposed project, mitigation measures to avoid or substantially reduce potential significant adverse impacts of the proposed project. The anticipated outline of the EIR is as follows: • Executive Summary — This section summarizes the proposed project, the potentially significant adverse impacts of the proposed project and whether those impacts can be avoided or mitigated to below a level of significance. • Section 1.0 (Introduction) — This section provides an overview of the CEQA process and the proposed project. • Section 2.0 (Project Description and Project Objectives) — This section describes the proposed project and project objectives. • Section 3.0 (Impacts Found Not to Be Significant) — This section summarizes the environmental impacts of the proposed project that were found not to be significant based on the analysis in the IS. • Section 4.0 (Existing Setting Impacts Mitigation Measures and Level of Significance After Mitigation) — This section describes the existing conditions, thresholds of significance, analytical methodology, impacts of the proposed project, mitigation to
