Prepare Administrative Draft Initial Study/Proposed Focused EIR <br />An IS is required pursuant to CEQA Guidelines §15063 et seq to determine if the project will <br />cause a significant effect on the environment. The IS will include an evaluation of the <br />environmental resources contained in the City's CEQA Environmental Checklist. The IS shall <br />include discussion of the existing conditions, impacts and magnitude of the impacts, and the <br />level of significance for each environmental discipline, as appropriate. Mitigation measures <br />shall be developed to reduce impacts to less than significant levels, where necessary. The IS <br />effort is focused on review of existing information and sufficient environmental analysis to <br />make a preliminary determination with regard to potentially significant environmental effects <br />of the project. It is anticipated, at a minimum, that impacts to the Register -eligible on -site <br />bungalow, detached garage, and associated orange grove will result in significant <br />environmental impacts. Therefore, it is assumed that a Focused EIR will need to be prepared <br />for this project. <br />The Administrative Draft EIR will be prepared in accordance with CEQA of 1970, as <br />amended (California Public Resources Code Section 21000 et seq.) and the CEQA Guidelines <br />(California Code of Regulations Section 15000 et seq.). The EIR will evaluate the <br />environmental impacts of the proposed project, mitigation measures to avoid or substantially <br />reduce potential significant adverse impacts of the proposed project. <br />The anticipated outline of the EIR is as follows: <br />• Executive Summary — This section summarizes the proposed project, the potentially <br />significant adverse impacts of the proposed project and whether those impacts can be <br />avoided or mitigated to below a level of significance. <br />• Section 1.0 (Introduction) — This section provides an overview of the CEQA process <br />and the proposed project. <br />• Section 2.0 (Project Description and Project Objectives) — This section describes the <br />proposed project and project objectives. <br />• Section 3.0 (Impacts Found Not to Be Significant) — This section summarizes the <br />environmental impacts of the proposed project that were found not to be significant <br />based on the analysis in the IS. <br />• Section 4.0 (Existing Setting Impacts Mitigation Measures and Level of Significance <br />After Mitigation) — This section describes the existing conditions, thresholds of <br />significance, analytical methodology, impacts of the proposed project, mitigation to <br />
