Mr. Bill Apple, Associate Planner <br />City of Santa Ana, Planning Division <br />March 11, 2008 <br />Page 4 <br />reduce or avoid significant adverse impacts, and the level of significance of the <br />impacts after mitigation for the environmental parameters for which the IS determined <br />that the proposed project could potentially result in significant adverse impacts. <br />• Section 5.0 (Cumulative Impacts) — This section addresses the potential cumulative <br />impacts of the proposed project. <br />• Section 6.0 (Irretrievable and Irreversible Commitment of Resources)— This section <br />addresses the potential for irretrievable and irreversible commitment of resources <br />associated with the proposed project. <br />• Section 7.0 (Growth Inducing Impacts) — This section addresses the potential growth <br />inducing impacts associated with the proposed project. <br />• Section 8.0 (Unavoidable Adverse Impacts) — This section summarizes the potentially <br />significant unavoidable adverse impacts of the proposed project, based on the analysis <br />in Section 4.0. <br />• Section 9.0 (Alternatives) — This section analyzes the potential impacts of the <br />alternatives to the proposed project. <br />URS will complete the following tasks in support of the Administrative Draft IS and Focused <br />EIR: <br />Background Research - URS will obtain and review available background materials <br />(e.g., current planning documents and previous environmental documents) on the site and <br />adjacent areas available from the City. URS will obtain, from the client or City, and <br />review project -specific technical studies for technical adequacy for the preparation of the <br />Administrative Draft IS. <br />Project Description — Using information provided by the City, URS will create a detailed <br />project description to which the CEQA thresholds will be applied for significance <br />determination. <br />Location Maps - URS will provide a regional location map that shows the general <br />location of the project area within the region, and a site plan that shows the proposed <br />location of the project. <br />Site Reconnaissance - URS will conduct a brief site visit of the proposed development <br />site and adjacent land uses. <br />Technical Studies and Analyses — At this time, it is our understanding that the following <br />technical studies and analyses will need to be prepared for the proposed project and will <br />be used to prepare the Administrative Draft IS and for subsequent inclusion in the <br />Focused EIR: <br />
