Mr. Bill Apple, Associate Planner
City of Santa Ana, Planning Division
March 11, 2008
Page 5
a. Cultural Resources
Historic Resources
As noted above, the existing on -site bungalow, detached garage, and associated orange
grove on the project site appear to be, based on Sapphos' above -referenced preliminary
Memorandum assessment, eligible for Santa Ana Register and the California Register.
The property, therefore, appears to qualify as a historical resource under the CEQA. A
Historic Resources Technical Report will be prepared in support of the project EIR to
identify any historic resources that may be impacted by the project, determine the
significance of any impacts, and recommend mitigation measures, as appropriate. It is
assumed that the area of potential effects for cultural resources will be limited to the
proposed project site. It is further assumed that no analysis of properties located off the
proposed project site is required for assessment of indirect impacts.
A records search shall be performed using the 2007 State of California Historic Resources
Inventory (HRI) database and the Santa Ana Register of Historical Properties to verify the
current, non -listed status of the property and to identify any nearby and/or comparable
historic resources. The significance of the proposed project site will be assessed, including
the circa 1914 bungalow, garage, and orange grove. This effort will include contextual
and site -specific research and preparation of a brief historic context. Research will draw
on collections at the Santa Ana Public Library and History Room, the Orange County
Archives, and the Los Angeles Public Library, as well as the World Wide Web and other
sources as appropriate.
A supplemental site inspection of the property will be performed, and digital photographs
will be taken to facilitate the study and to use in the Historic Resources Technical Report.
Historic integrity and significance of the buildings and improvements shall be evaluated
under appropriate criteria, including that of the National Register of Historic Places,
California Register of Historical Resources, and Santa Ana Register of Historical
Resources. The property will be recorded on standard State of California Historic
Resources Inventory forms (series DPR 523).
The Historic Resources Technical Report will include four (4) maps using geographic
information system (GIS) analysis and up to four (4) photographs illustrating the property.
Archaeological and Paleontological Resources
A records search shall be performed at the South Central Coastal Information Center at
California State University, Fullerton to determine the presence of any known
archaeological and historic resources and to characterize, based on previously conducted
cultural resources investigations in the area, the sensitivity of the proposed project site to
contain prehistoric resources. A query of the Native American Heritage Commission
(NAHC) also will be conducted to ascertain the presence of Traditional Cultural Places or
listed sacred sites. A site visit will be performed to characterize existing site conditions.
