Hydrology and Soils Analysis <br />It is URS' understanding that the project proponent (landowner) has prepared a <br />soils/geotechrucal study for the project addressed herein. It is assumed that the substance <br />of this report is sufficient to meet CEQA reporting requirements. The pertinent sections of <br />the already completed soils/geotechnical study will be excerpted into the EIR. <br />The results of the analysis will include a discussion of the general hydrology, geology, <br />geomorphology, groundwater, and geologic and seismic hazards to the proposed project, <br />and the effects of the proposed project on site geologic and mineral resources, if any. The <br />analysis will discuss if the project would expose people or structures to potential <br />substantial adverse effects involving changes to site hydrology; rupture of an earthquake <br />fault; strong seismic shaking; seismic related ground failure, including liquefaction; <br />substantial soil erosion, unstable ground from land sliding, lateral spreading, subsidence, <br />liquefaction or collapse, or expansive soils. <br />d. Hazards and Hazardous Material Analysis <br />It is understood that a Phase I Environmental Site Assessment (ESA) has been prepared <br />by the project proponent. URS will review the Phase I ESA to evaluate the potential for <br />environmental impairment or liabilities on the site. Our review will determine if that the <br />new U.S. Environmental Protection Agency (EPA) Rule on All Appropriate Inquiry (AAI) <br />with the resulting revisions to the ASTM E 1527-05 has been addressed. The AAI Rule <br />expands the records review requirements by increasing the search distance beyond the <br />former ASTM E 1527-00, incorporation mandatory searches for engineering and <br />institutional controls, and mandatory review of local government and Indian tribal records. <br />URS will confirm that the historical sources and data gaps identified for the project site <br />has been documented and their significance reported. The results of the completed Phase <br />I ESA will be incorporated into the applicable sections of the EIR. <br />During the course of our Phase I ESA review, if URS determines that the previous Phase I <br />ESA was inadequate, then we prepare a letter report that addresses the new U.S. EPA <br />Rule on All Appropriate Inquiry with the resulting revisions to the ASTM E 527-05 are <br />addressed. An additional lump sum fee for this work has been included in the project <br />budget. <br />During the course of our Phase I ESA review and/or Phase supplemental report, URS will <br />apprise the City of any findings that could indicate the need for further investigation of <br />any hazardous conditions on the project site. URS understands that the current use for the <br />project site includes the previously described bungalow, detached garage structure, and <br />associated orange grove. Depending on the condition of the project site, URS will be able <br />to provide recommendations on whether further investigation is necessary, including the <br />preparation of a Phase II EA. The cost of preparing a Phase II ESA would be based on a <br />time -and -materials basis that has not been included in this scope of work or project <br />budget. <br />
