Noise Analysis <br />The noise analysis is designed to satisfy CEQA requirements as specified in CEQA <br />Checklist Questions XI.(A) thru (E) for projects of this type. It is assumed that a focused <br />noise technical study is not required for this project, but the analysis will addressed the <br />referenced CEQA Checklist questions. It also is assumed that no field measurements are <br />required for the noise analysis. <br />The project is expected to generate traffic which will increase the level of vehicles <br />traveling on the roadways in the vicinity of the project site. The change in the projected <br />noise exposure level due to the expected increase in traffic will be calculated, and any <br />impacts to noise sensitive land uses in the project area associated with those noise level <br />increases will be identified. <br />Short-term (construction related) noise sources associated with the proposed project will <br />be identified and assessed and noise impacts will be determined. This will include noise <br />and vibration from various types of construction equipment expected to be used at the site, <br />as applicable. <br />Should the use of noise mitigation measures be required for short-term construction <br />related impacts, a series of specific noise mitigation measures will be developed <br />(including types, locations, sizes, materials) which will reduce the impact of construction <br />related noise levels to meet the applicable exterior noise standards at the surrounding <br />noise sensitive land uses. <br />f. Traffic Study <br />The traffic analysis shall include but shall not be limited to the following: <br />(1) Existing Conditions, <br />(2) Interim analysis based on the various phases, if applicable. <br />(3) Ultimate build -out scenario, <br />(4) Traffic Impact Analysis, <br />(5) Mitigation Measures, if necessary, <br />(6) Specific analysis and, <br />(7) General issues <br />1 — Existing traffic conditions include establishing the circulation characteristics within the <br />study area including mid -block lane configuration, intersection geometry/controls and <br />pedestrian, bicycle, parking and transit facilities. The study area shall include all the street and <br />intersection. The consultant shall obtain and review recently completed traffic impact studies <br />and other pertinent information for projects in the areas surrounding the proposed project. <br />2 — Interim traffic analyses include traffic forecasts for all project phases and the associated <br />proposed and foreseeable cumulative projects plus ambient traffic growth. The cumulative <br />projects list will be developed by the City of Santa Ana PBA. The traffic consultant will <br />
