Mr. Bill Apple, Associate Planner <br />City of Santa Ana, Planning Division <br />March 11, 2008 <br />Page 11 <br />General Capacity Calculations and Level of Service (LOS) Standards <br />Traffic Impact Analyses include the calculation of LOS for each of the study roadway <br />segments, freeway ramp and intersections. The roadway segments LOS will be determined <br />using the methodology presented in the County MPAH. The LOS for signalized intersections <br />at Caltrans ramps will be based on the Highway Capacity Manual (HCM) methodology. The <br />LOS for unsignalized intersections will be based on the HCM methodology. At least, the <br />following analysis scenarios shall be considered. CMP intersections must be analyzed using <br />the specific CMP methodology presented in OCTA CMP <br />Based upon the Circulation and Land use Elements of the City of Santa Ana, the City <br />intersections located outside of Major Development Areas (MDA), considers LOS D as the <br />threshold for an acceptable service level for MDA. Furthermore, the City of Santa Ana <br />considers LOS E as the maximum threshold for acceptable service levels for intersections <br />located within MDA. <br />For locations outside of MDA, if the intersection is expected to operate at an unacceptable <br />level of service (LOS E or F) under base conditions (conditions without the project), <br />improvement and recommendations are requested to achieve acceptable levels of service at <br />the intersections. <br />For locations within MDA, if the intersection is expected to operate at unacceptable/poor <br />levels of service intersections (LOS F) at Santa Ana intersections within MDA) under base <br />conditions (conditions without the project), improvement and recommendations are requested <br />to achieve acceptable levels of service at the intersections. <br />A project is considered to have a significant traffic impact at an intersection if traffic LOS <br />deteriorates to an unacceptable level of service (i.e., LOS E or F at intersections outside of <br />MDA, LOS F within MDA with the addition of projected traffic. <br />Improvements are required for locations that operate at acceptable LOS without the project, <br />but which operate at an unacceptable LOS with the project. For locations that are forecasted <br />to operate worse than the acceptable even without the project, the traffic assessment must <br />include improvements to achieve acceptable LOS per the City of Santa Ana's standards. <br />General capacity nalysis guidelines are: <br />• The City of Santa Ana utilizes the following values in calculating Intersection <br />Capacity Utilizations (ICU's): through lane capacity — 1700 VPHPL; turn lane <br />capacity — 1600 VPHPL; clearance intervals 5%; no defacto for shared lanes. <br />
