23.0 ALTERATION OF TERMS / ENTIRE AGREEMENT <br />This Agreement fully expresses the understanding of COUNTY and CITY with respect to <br />the subject matter of this Agreement, and shall constitute the total agreement between the <br />parties for these purposes.
