PROJECT MANAGEMENT <br />Tetra Tech Team's strength lies in the qualifications <br />of our management team and our steadfast <br />comtnidnent to following our propriety written <br />Project Management Policies and Procedures, in <br />order to proactively manage tine project's schedule, <br />resources, budget and deliverables to ensure project <br />metrics are maintained or exceeded, thus ensuring <br />the overall success of the project, <br />Planning the Project <br />Every project, regardless of size and complexity, <br />trust undergo the same planning process. Of course, <br />each step is scalable based on the various <br />components of the project. Planning starts with a <br />thorough understanding of the goals and objectives <br />of the project, items to be provided by others, and <br />all project stakeholders. With this basic <br />information, the project is further developed <br />through the creation of a detailed scope of work, <br />including the deliverables. Next the WBS, or Work <br />Brealcdown Structure, which mirrots the scope of <br />work is developed to assign resources, budget and <br />schedule required to complete each scope of work <br />item. All elements together yield the basis for the <br />Project Work Plan (PWP). <br />This planning performs multiple functions. The <br />obvious function is that it will allow us to identify <br />critical path tasks and staffing needs. We can make <br />sure that certain resources are made available when <br />needed to complete the task along the schedule's <br />critical path so that subsequent dependent tasks can <br />begin as scheduled. In addition, it ensures that our <br />team has properly considered the resources and <br />schedule needed to complete each task, eliminating <br />surprises during project implementation. <br />Another function is that, through the process of <br />creating the plan and distributing it to our team <br />members, it serves as a primary initial <br />communication provided at the internal kick -off <br />meeting to verily that all team members are <br />completing the project in concert with each other, <br />understanding the reliance on various disciplines, <br />outside influences includatg subcousuhants, <br />permitting agencies and the client. <br />The PWP also provides direction on internal and <br />external communication protocol, design and CAD <br />standards, filing systems /document control, project <br />risks, internal schedule to allow for proper quality <br />reviews, and quality review plan to be followed. <br />We create the work plan, and then work the work <br />plan — rigorously — to ensure overall project success <br />for all stakeholders. <br />It is essential to check status and monitor each <br />element of the WBS so that variances can be <br />evaluated and adjustments made if necessary, our <br />project manager and discipline leads perform <br />regular reviews for this exact reason. Review <br />frequencies are dependent upon the project size, <br />and at tines the complexity or critical nature of a <br />given WBS item. <br />Project Management <br />TO accomplish all of the project goals, we will <br />utilize proven project management techniques and <br />tools, clearly described in our organized and <br />detailed work plan. From the many similar projects <br />we have completed in the past, we have developed <br />a methodology and philosophy drat will serve as the <br />basis for this project. <br />Tile Project Manager will be responsible for making <br />certain that the project meets schedule, budget, and <br />quality goals. He will direct and rely on his team of <br />experienced design managers, engineers, technical <br />staff and subconsultants to carry out the technical <br />details of the project. The Project Manager will <br />Provide overall project uranagenuent Including <br />contract administration, and budget, schedule <br />tracking, kick -off and progress mcethrgs and <br />controls, and meeting We project's quality goals. <br />The Project Manager will present and submit the <br />draft PWP at the kick -off meeting and will then <br />include colmueats to Finalize the draft PWP. We <br />rely on systematic management procedures to <br />ensure the project is delivered on time, and within <br />budget. Tetra Tech will implement standard project <br />controls to monitor and evaluate project progress. A <br />detailed critical path schedule with milestone <br />submittal dates and a projected project expenditure <br />curve will be developed. A centralized computer <br />based project accounting system will be used to <br />quickly and accurately monitor the expenditure of <br />Person hours and dollars. Budget status for the <br />entire project, as well as budget status for individual <br />tasks, will be "'Mitered so that comparisons and <br />contingency plans can be developed as needed <br />throughout the life of the project.
