This will evaluate the plans, policies, and procedures that <br />govern the response to an active shooter event. The drill will be conducted <br />over 8 hours on one day, and will include 100 participants from Orange <br />County Law Enforcement agencies. Willdan will facilitate the design, delivery, <br />and evaluation of the drill through completion of the following items: <br />1. Coordinate and facilitate three planning meetings, and submit <br />planning meeting summaries to the exercise design team. <br />2. Develop a baseline scenario for use during the exercise. <br />3. Develop and reproduce 10 copies of the exercise plan (EXPLAN) for <br />the drill. <br />4. Develop and reproduce 10 copies of an exercise Controller /Evaluator <br />(C /E) Manual, including evaluation criteria. <br />5. Produce a MSEL to support 8 hours of exercise play. <br />6.
