ROH - 06/03/14 <br />RESOLUTION NO. 2014 -028 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING GENERAL PLAN AMENDMENT <br />NO. 2014 -01 AND CERTIFYING FINAL ENVIRONMENTAL <br />IMPACT REPORT NO. 2010 -01 AND APPROVING THE <br />MITIGATION MONITORING PROGRAM FOR THE <br />PROPERTY LOCATED AT 555 EAST MEMORY LANE <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. Applicant is requesting General Plan Amendment No. 2014 -01 to amend the <br />General Plan to change the land use designation from Medium Density <br />Residential (MR -15) to District Center (DC) to allow construction of the Park <br />View at Town and Country Manor tower to be built on a 2.5 acre section of <br />the site that is located at the southwest corner of the campus located at 555 <br />East Memory Lane. <br />B. On April 14, 2014, the Planning Commission held a duly noticed public <br />hearing and voted to recommend that the City Council adopt a resolution <br />approving General Plan Amendment No. 2014 -01 and Certifying Final <br />Environmental Impact Report No. 2010 -01 and approving the Mitigation <br />Monitoring Program. <br />C. On May 6, 2014, the City Council of the City of Santa Ana opened and <br />closed a duly noticed public hearing and thereafter continued <br />consideration of matter for 30 days. On June 3, 2014, the City Council <br />considered the matter and approved the General Plan Amendment No. <br />2014 -01 and Final Environmental Impact Report No. 2010 -01. <br />D. Currently, the land use designation for this site is Medium Density <br />Residential (MR -15), which allows residential development that does not <br />exceed 15 dwelling units per acre. This project will require amendments to <br />the Land Use Element, including amending the General Plan Land Use <br />designation to District Center (DC) with a General Plan floor area ratio of <br />1.27. The floor area ratio was derived from the size of the proposed <br />buildings as well as the square footage of the existing structures on the site. <br />E. The proposed project will be consistent with several goals and policies of <br />the recently adopted Housing Element. First, the project is consistent with <br />Resolution No. 2014 -028 <br />Page 1 of 6 <br />
