Goal 2, which encourages diversity of quality housing, affordability levels, <br />and living experiences that accommodate Santa Ana's residents and <br />workforce of all household types, income levels and age groups to foster <br />an inclusive community. Second, the project supports Goal 4, to provide <br />adequate rental and ownership housing opportunities and supportive <br />services for seniors, people with disabilities and people needing sportive <br />housing. Further, the project is consistent with Policy HE -2.2 to create <br />District Centers with high intensity, mixed -use urban villages and <br />pedestrian oriented experiences; Policy HE -2.4 to facilitate diverse types, <br />prices and sizes of housing; Policy HE -4.1 to support development of <br />affordable senior housing readily accessible to support services; Policy <br />HE -4.4 to support service enriched housing for persons with special need <br />such as seniors and people with medical conditions; and Policy HE-4.7 to <br />exercise appropriate land use, planning and regulatory oversight over the <br />operation, location and impact associated with social needs housing and <br />facilities. <br />F. The City Council has weighed and balanced the general plan's policies, <br />both new and old, and has determined that based upon this balancing that <br />General Plan Amendment No. 2014 -01 is consistent with the purpose of <br />the general plan. <br />G. As part of the City's permitting process, the proposed project is required to <br />undergo an environmental review in accordance with the California <br />Environmental Quality Act (CEQA). In accordance with CEQA, the <br />recommended actions have been reviewed through an environmental <br />impact report, EIR No. 2010 -01. Sections 15080 through 15097 of the <br />State CEQA Guidelines (Article 7) guide the process for the preparation of <br />an environmental impact report. <br />H. The EIR, as required by CEQA, contains 1) an initial study; 2) a project <br />description; 3) a description of the environmental setting, potential <br />environmental impacts, mitigation measures for any significant effects, <br />and consistency with plans and policies; and 4) names of preparers. The <br />mitigation measures included in this EIR are designed to reduce or <br />eliminate the potentially significant environmental impacts described <br />herein. The scope of the EIR evaluates the proposed project's effects on <br />the following resource topics: aesthetics, air quality, biological resources, <br />cultural resources, geology and soils, greenhouse gas emissions, hazards <br />and hazardous materials, hydrology and water quality, land use and <br />planning, noise, population and housing, public services, recreation, <br />transportation and traffic, and utilities and service systems. <br />The City prepared a draft EIR and published the Notice of Availability <br />(NOA) in the Orange County Register as well as posted the NOA at the <br />Orange County Clerk's office on March 11, 2010. The City circulated the <br />draft EIR for a 45 -day public review between March 1, 2010 and April 15, <br />Resolution No. 2014 -028 <br />Page 2 of 6 <br />
