City of Santa Ana -Park View at Town and Country Manor <br />Draft EIR <br />and Traffic <br />The analysis incorporates improvements to the circulation network that will be implemented by 2030. <br />The improvements reflect the MPAH at Buildout and improvements listed in the General Plans for <br />the Cities of Santa Ana and Orange. Within the study area, the addition of one lane in each direction <br />on the following roadway segments was incorporated into the General Plan Buildout analysis: <br />La Veta Avenue between the Westbound (WB) SR -22 Ramps and Glassell Street <br />• Lawson Way between Town & Country Road and Memory Lane <br />• Parker Street between La Veta Avenue and Town & Country Road <br />General Plan (2030) Buildout Traffic Conditions Without the Project <br />The 2030 traffic volumes used in this analysis were obtained from the post - processed peak hour <br />turning movement volumes from the City Place Sky Lofts Traffic Impact Study contained in <br />Appendix E of this Draft EIR. Roadway segment operations for General Plan Buildout conditions <br />without the project were evaluated and the results are summarized in Table 4.6 -22. The segment of <br />Parker Street between La Veta Avenue and Town & Country Road is forecasted to operate at LOS F. <br />The City of Santa Ana traffic impact study guidelines require that improvements be identified for <br />locations that are forecasted to operate at unacceptable levels of service, even without the project.
