City of Santa Ana -Park View at Town and Country Manor <br />Utilities and Service Systems Draft EIR <br />will increase energy efficiency and reduce energy consumption. In compliance with mitigation <br />measures, the project will meet and exceed Title 24 energy efficiency requirements. The Third <br />District Court of Appeal (Court), in a recent CEQA decision in Tracy First v. City of Tracy, ruled that <br />it is appropriate to rely on energy efficiency standards contained in the State building code as means <br />of demonstrating reductions in energy impacts to less than significant levels. The Court treated the <br />energy efficiency portions of the building code as the threshold of significance and determined that <br />projects which comply with the code or exceed it have reduced their energy consumption to <br />insignificance. Implementation of the proposed project would result in less than significant impacts <br />to electrical service. <br />Level of Significance Before Mitigation <br />Less than significant. <br />Mitigation Measures <br />Implement mitigation measures CC -1, CC -2, and CC -8. No additional mitigation measures required. <br />Level of Significance After Mitigation <br />Less than significant. <br />Cumulative Impacts <br />Impact 4.7 -9: When considered on a regional or cumulative basis, the project would not have a <br />significant impact on the ability of utility purveyors to provide service. <br />Impact Analysis <br />Implementation of the proposed project together with development of related projects could <br />cumulatively affect utility purveyor's ability to provide service. It is reasonable to assume, however, <br />that upon approval of the required discretionary actions for the cumulative projects, individual project <br />service requirements would be addressed through the planning processes and by the respective utility <br />providers and service districts. In addition, each project would be individually subject to technical <br />review by the City and would be required to comply with the City's requirements related to the <br />provision of utilities and services.
