City of Santa Ana -Park View at Town and Country Manor <br />Draft EIR Introduction <br />SECTIOIb&INTRODUCTION <br />1.1 - Overview, Purpose, and Authority of the EIR <br />This Draft Environmental Impact Report (Draft EIR) is prepared in accordance with the California <br />Environmental Quality Act (CEQA) to evaluate the potential environmental impacts associated with <br />implementation of the Park View at Town and Country Manor project. This document is prepared in <br />conformance with CEQA (California Public Resources Code, § 21000, et seq.); CEQA Guidelines <br />(California Code of Regulations, Title 14, § 15000, et seq.); and the rules, regulations, and procedures <br />for implementing CEQA as adopted by the City of Santa Ana. This Draft EIR is intended to serve as <br />an informational document for the public agency decision makers and the public regarding the Park <br />View at Town and Country Manor project. <br />1.1.1 - Overview <br />The proposed project consists of an 8 -story, 123 -foot high tower with 174 independent living units, <br />an expanded entry lobby totaling 914 square feet, and 117,708 square feet of subterranean parking on <br />three levels. Modifications to the existing parking lots will also occur. The proposed project will add <br />to the number of independent living units within the existing campus for Town & Country Manor. <br />The current General Plan land use designation for the project site is Medium Density Residential <br />(MR -15). The current zoning designation is Suburban Apartment (R -4). The proposed project differs <br />from the allowable uses of the current zoning code and maximum density allowed by the General <br />Plan. A zone change to a Specific Development zoning designation, and a General Plan Amendment <br />to the District Center land use designation will be required. <br />1.1.2 - Purpose and Authority <br />This Draft EIR provides a project -level analysis of the environmental effects of the Park View at <br />Town and Country Manor project. The environmental impacts of the proposed project are analyzed <br />in the Draft EIR to the degree of specificity appropriate, in accordance with § 15146 of the CEQA <br />Guidelines. This document addresses the potentially significant adverse environmental impacts that <br />may be associated with the planning, construction, or operation of the project. It also identifies <br />appropriate and feasible mitigation measures and alternatives that may be adopted to significantly <br />reduce or avoid these impacts. <br />CEQA requires that an EIR contain, at a minimum, certain specific elements.
