Introduction <br />• Cumulative Impacts <br />• Significant Unavoidable Adverse Impacts <br />• Alternatives to the Proposed Project <br />• Growth- Inducing Impacts <br />• Effects Found Not To Be Significant <br />1.2 - Scope of the EIR <br />CW of Santa Ana -Park View at Town and Country Manor <br />Draft EIR <br />This document analyzes the environmental effects of the project to the degree of specificity <br />appropriate to the current proposed actions, as required by § 15146 of the CEQA Guidelines. This <br />analysis considers the series of actions associated with the various discretionary actions required for <br />project implementation to determine the associated short-term and long -term effects. Section 4, <br />Environmental Impact Analysis, of this Draft EIR discusses both the direct and indirect impacts of <br />this project as well as the cumulative impacts associated with planned and foreseeable future <br />development within the project area. The scope of the Draft FIR includes issues identified by the <br />City of Santa Ana during preparation of the Initial Study/Notice of Preparation (IS/NOP) for the <br />proposed project, and issues raised in response to the IS/NOP. <br />Scoping Process <br />In compliance with State CEQA Guidelines, the City of Santa Ana has taken steps to maximize <br />opportunities to participate in the environmental process. During preparation of the Draft FIR, <br />various federal, State, regional and local governmental agencies and other interested parties were <br />contacted to solicit comments and inform the public of the proposed project. This included the <br />distribution of the IS/NOP by certified mail in October 2008. The project was described, potential <br />environmental effects associated with project implementation were identified, and agencies and the <br />public were invited to review and comment on the IS/NOP. The close of the NOP comment period <br />was December 1, 2008. The IS/NOP and comment letters received during the IS/NOP review period <br />are included in Appendix A of this Draft EIR. Agencies, organizations, and interested parties not <br />contacted or who did not respond to the request for comments about the project during the IS/NOP <br />public review period have the opportunity to comment during the 45 -day public review period on the <br />Draft EIR. <br />A public scoping meeting, which was noticed to public agencies and nearby property owners, was <br />held on November 13, 2008 to provide information related to the proposed Park View at Town & <br />Country Manor Project and encourage early consultation with persons or organizations concerned <br />with project environmental effects. <br />1.2.1 - Environmental Issues Determined To Be Not Significant <br />The environmental issues that were determined not to be significantly affected by the proposed <br />project and, therefore, do not require evaluation in the document, per Section 15063(c) of the State <br />CEQA Guidelines, are as follows: <br />1 -2 Michael Bmndman Associates <br />H\Cl t(PN- JMb327b32]003MMVB2]0030 Sec01-0OIvhadvctim dac <br />
