Climate <br />Level of Significance Before Mitigation <br />Potentially significant. <br />CW of Santa Ana -Park View at Town and Country Manor <br />Draft EIR <br />Construction of the project will result in the emissions of greenhouse gases from onsite construction <br />equipment, worker vehicles, and vendor trips. The project is not consistent with the AB 32 Scoping <br />Plan or the General Plan without the application of mitigation measures; therefore, the project could <br />result in a potentially significant impact. <br />Mitigation Measures <br />Feasible mitigation measures as identified by the California Office of Planning and Research, the <br />California Office of the Attorney General, and CAPCOA are contained below. <br />Mitigation measure AQ -1 as contained in the Air Quality FIR section is also required. <br />CC -1 To increase energy efficiency, the project shall do the following to the satisfaction of <br />the City of Santa Ana: <br />a) Install Energy Star or equivalent energy efficient appliances (washing <br />machines, dryers, dishwashers, refrigerators, etc.); <br />b) Install energy efficient lighting; <br />c) Exceed Title 24 energy efficiency requirements by a minimum of 10 percent; <br />d) Plant trees near the structures to shade the buildings and reduce <br />heating /cooling requirements; <br />e) Install energy efficient heating and cooling systems; <br />i) Install energy- reducing programmable thermostats that automatically adjust <br />temperature settings; <br />g) Install ceiling /whole -house fans; and <br />h) Install photovoltaic panels or a solar water heater to heat the pool. <br />CC -2 Exposed roof surfaces shall implement one or a combination of the following to the <br />satisfaction of the City of Santa Ana: solar panels; vegetation; and/or roofing <br />materials with a solar reflective index equal to or greater than 78 for a low- sloped <br />roof or 29 for a steep- sloped roof. <br />CC -3 The Applicant shall consider incorporation of a rooftop organic vegetable garden or <br />conversion of a portion of the existing landscape in Town & Country area(s) to an <br />organic vegetable garden for use by and for the residents of Town and Country <br />Manor.
